when a user submits a ticket and I (webmaster) posts a reply none these messages will be visible to other users, and my reply is not visible to the user submitting the ticket. Whats the problem?! Where can I change a setting which all or some users can see other tickets or replies?

Messages from new members in the forum are immediately visible only to those who logged on as an administrator or supervisor. It is a measure of anti vandalism.
You can set this parameter: "Panel webmaster" > "Hours Evaluation Time New User". The default value is 12 hours (Messages from new members are not visible at all for 12 hours). Setting this value to 0, everyone will see the topics just opened.
